The 340B Drug Pricing Program was created in 1992, and it is codified as Section 340B of the Public Health Services Act. The 340B Program requires participating pharmaceutical manufacturers to offer statutorily defined discounts on their covered outpatient drugs to qualified "covered entities," thereby allowing community health centers, among others, to buy drugs at a reduced rate. 340B discounts range from 13% to 99% of Average Manufacturer Price (AMP).
The 340B Program is supported and supplemented by the 340B Prime Vendor Program (PVP). The Department of Health and Human Services (HHS) is required by statute to maintain a "prime vendor" program for the benefit of manufacturers and covered entities in the 340B drug discount program. The PVP negotiates extra-statutory discounts and utilizes a national distribution system that would not be possible for covered entities to access individually. Currently 92% of health center sites are enrolled in the PVP. The services of the PVP are offered for free. A covered entity does not have to join the PVP in order to participate in the 340B program, although covered entities are encouraged to join.

Discounts on Vital Medications
The Federal 340B Program allows qualifying Health Centers to realize savings of 13% to 99% off outpatient medications sold by participating manufacturers. A wide variety of medications are covered under 340B, including clinic-administered and self-administered pharmaceuticals. Vaccines are not covered on outpatient drugs in 340B, but many vaccines are available through the PVP as value-added products.
